January Disability Employment Statistics Released

The first disability employment statistics for 2012 have been released. Labor force participation for people with disabilities was 20.0 percent, compared to 68.9 percent for people without disabilities, while the unemployment rate for people with disabilities was 12.9, compared to 8.7 for people without disabilities. Among youth age 16-19, the employment rate was 15.0 percent for those with disabilities, compared to 23.6 for those with no disabilities. For youth age 20-24, the employment rate was 26.7 percent for those with disabilities, compared to 61.0 for those with no disabilities.

YOUR RIGHT TO LEARN

New guidance from the U.S. Department of Education's office for civil rights warns school districts that the way they define which students should get special services under federal disability laws may not be broad enough. The guidance, along with a detailed list of questions and answers issued in late January, clarifies district responsibilities under amendments in effect since 2009 that were passed to broaden the Americans with Disabilities Act.

Service Dog Etiquette

Service Dog Manners:
When you meet a person with a service dog, please remember that the dog is working. Don’t do anything to interrupt the service dog while it is performing its tasks. Some Rules for Interacting with People with Service Dogs.
1. Speak to the person first. Do not aim distracting or rude noises at the dog .
2. Do not touch the service dog without asking for, and receiving, permission.
3. Do not offer food to the service dog.
4. Do not ask personal questions about the handler’s disability, or otherwise intrude on his or her privacy.
5. Don’t be offended if the handler does not wish to chat about the service dog.
What if you don’t like dogs or are afraid of dogs?
Place yourself away from the service dog. If you are a business person, discreetly arrange for someone else to wait on the person. You may ask the person to have the service dog lie down if it does not interfere with its work.
What if the service dog barks, growls, or otherwise forgets its manners?
Find out what happened before taking action. Was the service dog stepped on, poked, asleep and dreaming, performing its job (some alert their owners to oncoming seizures by barking once or twice)? If the dog’s behavior is disruptive or destructive, you may ask the person to remove it from the premises.
What if other people complain about the dog being present?
Explain that the service dog is medically necessary and that federal law protects the right of the person to be accompanied by the service dog in public places.

Shaping Tomorrow's Workforce — Today

Winter may be in full swing, but on college campuses across the country, thoughts are already turning to the warmer months ahead. And for many ambitious students and soon-to-be graduates, it's not vacation that's on their minds — it's vocation. And for employers, that's good news.
In addition to offering young people an opportunity to gain valuable work experience, internships and other short-term employment arrangements offer employers an easy and effective way to evaluate potential employees, especially young people who are new to the workforce.
Now, assistance is available for employers interested in recruiting highly motivated interns. The Workforce Recruitment Program (WRP) offers public and private employers of all sizes access to a database of more than 2,200 pre-screened, qualified college students and recent graduates with disabilities seeking summer internships or ongoing employment.
Use of the WRP is free for employers, and program participants represent more than 270 colleges nationwide. They are selected for the program by professional recruiters following an extensive application and interview process. Access Board Holds Public Hearing on Draft ICT Rule

The U.S. Access Board recently held a public hearing on a revised draft of updated requirements for information and communication technology (ICT) covered by Section 508 of the Rehabilitation Act and Section 255 of the Telecommunications Act. See the full story.
The Board will hold a second hearing March 1 at the CSUN Conference in San Diego. The hearing will be open to the general public and will not be limited to those registered for the conference.

Evening Lecture Series for individuals living with spinal cord injury, their caregivers, & healthcare professionals presents Mary Mahon McCauley, Area Director, Massachusetts Rehabilitation Commission discussing Employment After Spinal Cord Injury Wednesday, January 18, 2012, 6:30-8:00 PM Boston Medical Center, Boston University School of Medicine, 72 East Concord St. Hiebert Lounge, 14th Floor, Boston, MA 02118. Registration fee: $10.00 per person if received by 1-11-2012 (there is no fee for PCA’s to attend with employers). Registration at the door or after 1-11-2012 will be charged a late fee.
